In short: after every campaign all your level of weapons, shields etc is reset to certain league level. During the campaign you will gain more powers fast if you grind/battle hard.

General idea:
Players are divided in leagues in base of previous activity. We can start as current level and split everyone in leagues after first campaign. Those 20 who get most points will be in Master level, and so on. When new campaign starts, all masters have same level of weapons etc., lets say 40-40-40-40-40. Next league have 30-30-30-30 and next 20-20-20-20. During a campaign you level up fast, and if you are active, you will be stronger in fights and grinding.
In Masters league in the end of the campaign you will stay there, 5 in the bottom will drop in next league and will get 30-30-.. for next campaign. Best 5 from lower campaign gets the ticket to Masters. And so on.
This will lead to to (in my humble opinion): active players will stay in charge, no one will get super powers to ruin the game, new players will get access to top in 4-5 campaigns, your holiday drops you only 1-2 leagues, ability to play is most important because in every campaign all start fresh.

Every campaign should last 6,9 days so in the long run it would be same for everyone in different time zones when the campaign starts and ends.

I like the idea, but lvling should then be faster otherwise the benefit won't be so interesting
